Intent
PAM §4.4 Relationship Types — Finish-to-Start should dominate; Start-to-Finish is rare. Merged card (ADR 0198) replaces the former FS / SF split cards.
Remediation playbook
Prefer FS relationships; eliminate SF unless justified.
