Near-Critical Risk Ratio

Working-time band on each activity calendar (ADR 0306):

nearCritical ⇔ 0 < TF_min ≤ floor((thresholdPct / 100) · W_calendar(DD, EF_project))
ratio = nearCriticalCount / scoredActivities × 100

Critical (TF_min ≤ 0) and near-critical are separate, disjoint series — near-critical never includes critical activities.

Compound risk tier (ADR 0338)

The status badge is classified from the combined at-risk density, not the near-critical share alone:

A = % Critical + % Near Critical   (disjoint, so A is a valid share)
G = % Negative Float (TF < 0)

SEVERE   ⇔ A > High limit ∧ G > 0
HIGH     ⇔ A > High limit ∨ (G > 0 ∧ A > Normal limit)
ELEVATED ⇔ A > Normal limit ∨ G > 0
LOW      ⇔ A ≤ Normal limit ∧ G = 0

A falling near-critical share with a rising critical share is float migration — evidence of collapse, not recovery — and is flagged in the table, tooltip, and exports.
